Founding partner of the titular law firm is Dr. Mohamed A. Tumi, an academically accomplished man, who has invested extensive time into his further education, recognizing that good practice of the law requires a profound knowledge that can only be granted with University study.
Graduating initially with a LL.B from the School of Law at the University of Cairo in Egypt, Dr. Tumi then went on to study in the United States, obtaining a master’s degree in Comparative Law from the University of Miami and acquiring fluency in English as a result. Upon receiving his masters, Tumi then took it upon himself to continue his studies in the United States, this time in the East Coast. It was here at the University of George Washington that Dr. Tumi earned his LL.M degree, completing the course, it must be noted, with highest honors. Tumi was later awarded a Ph.D. from the University of Illinois for his extensive research into the study of Law, an achievement that only a few can hold claim.

After his impressive pursuit of education, Dr. Mohamed Tumi has enjoyed a distinguished career, gaining over 30 years of valuable working experience in a myriad of positions. For example, Dr. Tumi has had the privilege of occupying the post of Senior Legal Consultant to AGIP Oil Company, an important role not taken lightly.
Moreover, in note again of his profound understanding of the importance of education regarding law, Tumi has taken it upon himself to dedicate a considerable amount of his time to lecturing students in Tripoli, building a great leverage of his legacy as a top lawyer.
Dr. Tumi’s law practice primarily concentrates (but is not limited) on the Oil and Gas sector, the Civil and Public Work contracts, the International Commercial Transactions, the Manufacturing and Industry Regulations, and the general matters of business legality.
Within these industries, Dr. Tumi has been afforded the opportunity of representing both national and multinational companies and organizations in their various transactions. He has contributed his professional insight expertly to the likes of joint ventures, concessions, EPSA, DEPSA, and EPC agreements, as well as Midstream and Downstream Oil and Gas contracts, MOUs, shareholders’ agreements, Infrastructure projects, BOT and BOOT, and commercial disputes. Tumi’s role in these ventures has primarily been directed towards advising and representing clients with respect to litigation and legal proceedings.

Some prominent cases that Dr. Tumi has represented include a global financial institution regarding the facility arrangements of €270 million, made available to an IOC company through a master terms agreement deal. Another example of an important case in which Dr. Tumi leant his hand to was with a Global Energy corporation, regarding the enforceability of a €600 million arbitration award against a multinational group.
Dr. Tumi additionally negotiated the signatory bonus for an IOC at the concession agreement of €250 million signed with the Libyan government, and a claim of €480 million by an International Petrochemical Company against the Libyan government. Overall, Dr. Tumi’s impressive legal scope is a clear indicator of the Tumi Law Firm’s top-notch expertise.
In addition to this sweeping work within the industry, Tumi has long been admitted before the Libyan Supreme Court, where he has successfully handled several high-profile cases and is frequently invited by the esteemed board to address various conferences and seminars.
It is clear that throughout his career, Tumi has been respected publicly as an esteemed man of talent, owing to his involvement in various prestigious events. In the year of 2010 for example, Dr. Tumi was invited to speak both at the Libyan Business and Investment Summit and at the Libyan Expansion and Investment Summit in Tripoli, two events in which his appearance was widely heralded as a success. As a direct result of this accomplishment, Tumi was subsequently invited as a speaker to a workshop in Vienna, sponsored by ICC Austria, and was since welcomed back again the following year for the same event. Dr. Tumi was also a proud, featured lecturer at the Libya Fourth Trade and Investment Conference, held in London on July 6, 2010.

Since 1990

Due to his legal insight, Dr. Tumi has not only had the pleasure of speaking at numerous important summits and events, but he is also a key member of a plethora of prestigious organizations. Since January 1983, Dr. Tumi has been a distinct member of the American Society of International Law, a position rarely held by lawyers in the MENA region. As well as his work within the United States, Tumi is also a proud and dedicated member of the Arab Society of Intellectual Property, the Bar of Association , the Association of Arabic Lexicology (Lex Arab), the Arab Lawyers Union (ALU), the Arab Institute of Arbitration, the Association of European Attorneys and the Alliance of Business Lawyers (IBA).
In addition to these organizations, Dr. Tumi has also been further honored in his admittance to the Centre de Conciliation, d’Arbitrage et d’Expertise in Franceas a mediator and arbitrator. It is clear from the reach and scope of his work that Tumi holds his law profession in the highest regard, seeing it not simply as a job, but a larger duty to the profession as a whole.
Despite his significant contribution to these important associations, perhaps Dr. Tumi’s most notable achievement lies within his membership of the Libyan constitutional drafting committee. It was on this historical project in 2014 where Dr. Tumi was given the opportunity and the responsibility to draft the new Libyan constitution, a tremendous honor by anyone’s standards.
